Any parent who really wants to homeschool, can do so successfully.  A college education or teacher's certificate is not necessary. 

Some methods of homeschooling require more formal "teaching" than others, even to the extent of hiring a professional teacher to assist.  There are methods that are pro-active and rely heavily on teaching the child to "learn" for themselves, by training them to use the available educational resources.

A decision between public school, private school, and homeschool, should be based on careful evaluation of the child, the commitment of the parent(s), and the available support structure.
